Following is the official SCASA policy on checking player passes prior to each SCASA game.
To insure that players and officials are covered by the USASA and the USSF referee liability policies, only properly registered players should be allowed to play in league and sanctioned tournament games.
Effective the Spring 2009 season, all of the SCASA-affiliated leagues have adopted a “no pass no play policy”. This means that every player must have a Player Pass that has been validated for the seasonal year, the correct team, and correct division.
In the event that a player does not have his/her Player Pass at a game they can’t play.
Only the League Administrator may grant the exceptional exemption and permit the player to play on a given occasion when they do not have their Player Pass. This can be done only after verbal confirmation between the Referee and the League Administrator with reference to the individual player and situation.
Referees at all sanctioned adult soccer matches in all affiliated leagues at all games must check that each player participating is properly registered for his/her team for the current seasonal year. This means that one of the game referees will check the front (for face identification) and back (for team, division, and seasonal verification) of each Player Pass as that player presents himself to the referee.
In the event that a Referee encounters any of the following situations:
- Identifies that a Player Pass that is not validated for the correct team, division, or season;
- Determines that the player presenting the Player Pass is not the same as the player on the Player Pass; or
- The Player Pass is damaged (i.e. the laminate is peeling or is not properly laminated and thus subject to tampering) or has a photo that is of very poor quality so that the player can’t be identified.
Then the referee must:
- Note this in the game report submitted (e.g. through www.screferee.org) and copy/notify the League Administrator.
- Confiscate the Player Pass and immediately mail it to the League Administrator.
